Steps in the Fiscal Sponsorship Relationship
1. Application
- a)The project group completes and submits the fiscal sponsorship application describing the specific work that will be carried out.
- b)The Partnership evaluates whether the project is charitable and aligned with itsown tax-exempt purposes.
2. Contract
- a)If the application is approved, the Partnership and the project group sign a written agreement that outlines the terms and conditions that apply to project’s use of funds and relationship with the funding sources. The specific details about the work that will be done with grant funds are described here as well.
3. Seeking Funding
- a)The project group develops the proposal for a funding agency.
- b)The Partnership reviews and approves the proposal before submitting it to the funding agency.
- c) The agreement between the project and the Partnership is made known to potential funders when seeking funding for the project.
4. Received Funds
- a)Donations and grant funds awarded for the project are paid to the Partnership.
- b)The Partnership’s administrative charge for sponsorship of the funds is assessed and deducted each time a donation/grant is received.
- c) The project is considered a subsidiary of the Partnership,therefore the project’s funding belongs to the Partnership (as a “restricted” fund). The Partnership retains full control and discretion as to the use of the funds; and the financial activity is part of the Partnership’s accounting and audit processes.
- d)The agreement between the project and the Partnership is made known to vendors to explain why the Partnership is paying the invoices for the project.
- e)The Partnership disburses funds for project expenditures authorized by the funder—assuring that the use of funds does not jeopardize tax-exempt status.Payment of expenditures depends upon the project providing acceptable documentation to assure the appropriate use of funds. The Partnership maintains these records establishing that the funds were used for section 501(c)(3) purposes.
6. Reporting
- a)The project group provides regular reports to the Partnership detailing the activities of the project.
- b)The Partnership provides regular financial reports to the project group.
- c)The project group is responsible for other reports required by funders.
